The Database/Programmer Analyst is responsible for analyzing, designing and implementing application systems related to the Electric Utility and Telecom industries.   This position will also serve to identify organizational improvements and implement solutions.


  • BS in Computer Information Systems or related Information Technology (IT) field. Extensive experience may be considered in lieu of education.
  • Minimum of five (5) years IT work experience required.
  • Must have proven experience using IT technology with networks and distributed database environments.
  • Familiarity with electric utility applications and operations strongly preferred.
  • Familiarity with Telecom applications and operations a plus.
  • Programming experience in the following languages preferred: Windows .NET Framework, including VB.Net and ASP.Net; HTML, CSS, JavaScript, Python and Webfocus.
  • Database design/administration experience (Design, implementation, modification)
  • Proficient in writing fine-tuned SQL queries, stored procedures (eg. PL/SQL code) and working with data in relational databases like Oracle, SQL Server, MySQL, etc.
  • Ability to recognize and resolve system related problems; work independently and make necessary decisions throughout the systems process within department guidelines.
  • Proficient in Microsoft Office Professional.
  • Working knowledge of Artificial Intelligence (AI) solutions and concepts is strongly preferred.

In an efficient and professional manner, and in accordance with the DMEA/IBEW Labor Agreement and DMEA Accident Prevention Manual:

  • Maintains knowledge of end-user application software, analyzes requirements and recommends appropriate software solutions to optimize work flow and efficiency.
  • Writes and maintains user-friendly user manuals and procedure documents as needed.
  • Designs logical and physical databases, designs or enhances application software code and coordinates database development and application software development, applying knowledge of database standards set by the Applications and Database Manager.
  • Works closely with all departments to interface data electronically between software applications to ensure current and accurate records.
  • Serves as a liaison between the Applications and Database Manager and the end-user community for application and or database software including end-user training and troubleshooting.
  • Performs and maintains database tuning, testing, debugging and repair. 
  • Develops and maintains applications and databases by evaluating client needs; analyzing requirements; developing and implementing software systems; training end users and documenting systems
  • Analyze complex systems and data sets, conduct research, identify trends, and prepare recommendations and reports


Supervision over this position is general in nature, relying heavily upon the competency and accountability of the employee.  Supervisor assigns priorities and in consultation with the employee, determines deadlines and scope of projects.  Employee is expected to work independently on assignments and resolve end-user computer and operating problems that arise.  Employee is expected to keep supervisor informed of progress and potential problems, apply guidelines and obtain approval for deviation from guidelines.  New or unusual assignments may be accompanied by specific instructions.  Employee is responsible for technical accuracy of work; maintaining good communications and working relationships; coordinating work with others; meeting deadlines; adhering to company guidelines, policies, practice, and procedures; and providing cost effective utilization of all technology services.  Employee is responsible for maintaining confidentiality of all system data.

Work is reviewed for technical competency, soundness of judgment and conclusions, effectiveness of troubleshooting problems and providing recommendations, adherence to guidelines and effectiveness in meeting requirements of the position.

Requires proficiency in the application of Information Systems methodologies, IT guidelines, architectures and technologies, as well as systems analysis, programming, design, testing, and problem resolution techniques.

Must exercise initiative, discretion, judgment, and knowledge of company practices, policy and organization. Must be able to maintain effective working relationships and to lead small project teams and manage projects.

Requires the ability to develop plans, procedures and goals; coordinate and plan work effectively; work under stress to complete projects accurately within reasonable deadlines; and maintain confidentiality.


Requires continuous sitting and use of keyboard/computer; and occasional standing, walking, bending, climbing stairs, kneeling, reaching and lifting up to 25 pounds.  Requires finger dexterity, good vision and hearing, and ability to speak, and the ability to perform close work.  On a daily basis, requires attention to detail; the ability to read, write, and perform basic math; analyze data and reports; and conduct research.  Must be flexible and a team player.


Regular, predictable attendance is required.  Close to 100% of the work performed is done indoors in an office setting. Office equipment used includes all types of computers and end user devices. Occasional travel by company vehicle and/or commercial means may be required.
